The Unites States chapter of the International Institute of Obsolescence Management was the first chapter of IIOM outside of Europe. It was formalized on June 13, 2019 at the 3rd IIOM International Conference Exhibition in London, UK with the signing of the US Chapter Delegation agreement. While it is named the United States chapter, IIOM US will be accepting members from all of the Americas until other national chapters can be set up.
The vision of the US Chapter of IIOM is to foster a professional community of Obsolescence Practitioners through networking, education, and collaborative process development. Membership is for professionals in the Americas who are dedicated to furthering their knowledge and understanding of the Obsolescence Management discipline and who wish to network with a wide group of companies from a global membership.

Meet the Board of Directors

Chair – Timothy “TJ” Zitkevitz

Timothy “TJ” Zitkevitz is the obsolescence management expert within Lockheed Martin’s Rotary and Mission Systems business area. He has over 19 years of experience in systems engineering, obsolescence management, sustainment engineering, and project management. He leads a team that actively treats obsolescence management risk on 53 programs across Lockheed Martin. He has pioneered the creation of an in-house obsolescence management tool that integrates a full system Bill of Material that includes hardware, software, and materials. Mr. Zitkevitz is currently the co-chair for the newly forming United States Chapter of IIOM and a member of IEC Technical Committee (TC) 56 Dependability, MT20 that updated IEC 62402. He has a Bachelor of Science in Systems Engineering from the University of Virginia, a Masters of Engineering Management from Old Dominion University, and a Master of Science in Supply Chain Management from Syracuse University.

Co-Chair – Charles Bourland

Charles is a Systems Engineer and developing Subject Matter Expert (SME) focused on Reliability Excellence and Strategic DMSMS / Obsolescence Management within L3Harris Technologies. He has over 5 years of experience in systems engineering, reliability engineering, and obsolescence management. Charles has pioneered an increase of maturity level in the above practices benefiting multiple programs as they meet their reliability goals and implement strategic obsolescence management plans. One of his primary interests is in leveraging the unique specialties between reliability and obsolescence, looking at obsolescence as a failure mode of complex systems. Charles has been given the opportunity to present multiple times at the AVCOM annual working group, most recently as the industry keynote speaker. He has a Bachelor of Science in Electrical Engineering and a Master of Science in Microelectronics-Photonics from the University of Arkansas, and has an avid interest in semiconductor manufacturing and data science.

Secretary  – Randall Lindsay

Randall Lindsay is a currently a Parts and DMSMS Subject Matter Expert with Raytheon Technologies. He has over 15 years of experience supporting DoD Missile Defense and Simulation/Training contracts with a focus on Component Engineering, Obsolescence Management, and Configuration Management. Working at multiple DoD contractors throughout his career has provided Randall with a wide experience of obsolescence management practices, which he has helped to shape with the development and continual improvement of command media and processes. He has also assisted in leading the implementation of multiple Obsolescence Management tools and a Product Lifecycle Management system, to increase efficiency and effectiveness of the developed processes.

Randall is the acting secretary on the board of the United States Chapter of the IIOM. Randall also participates in the Defense Standardization Program Office Parts and Material Management Working Group and holds a bachelor’s degree in Electrical Engineering from the University of Central Florida.

Treasurer – Willie Brown

Willie C. Brown is the Program Manager of BAE Systems’ Obsolescence Management Services. Willie has served in this current position since 2012 and has worked at BAE Systems for the past 19 years. In addition to his Sustainment Services responsibilities, Willie leads product development, business development and strategic planning activities for the Obsolescence Management Services programs. He is a 32-year veteran of Diminishing Manufacturing Sources and Material Shortages (DMSMS) and was the original software developer of the USAF’s first obsolescence management tool. Willie joined BAE Systems in 1997 as the Technical Liaison Manager for the DMS division, later serving as Director of Operations within the DMSMS division. He served as Software Engineering manager during the development of BAE Systems Chairman’s Silver Award-winning DMSMS management tool, AVCOM, which is the USAF’s DMS Tool of Choice. Willie has also served as the Program Manager of the Obsolescence Management Independent Research & Development (IR&D) program. Prior to joining BAE Systems, Willie worked six years at Uwaholi, Inc. where he was a computer engineering manager.

Willie currently serves on the International Institute of Obsolescence Management (IIOM) Board of Directors, the DOD Diminishing Manufacturing Sources and Material Shortages (DMSMS) Working Group and is the Chairman for U.S. Chapter of IIOM. Previously Willie has served on the Government Industry Data Exchange Program’s (GIDEP) Industry Advisory Board and the DoD Parts Standardization & Management Committee Advisory Board as the Counterfeit Committee Co-Chair. He is also a member of the Institute of Electrical and Electronic Engineers (IEEE).

Willie is a Certified Program Management Professional and holds a Bachelor of Science degree in Computer Engineering and a Master of Science degree in Electrical Engineering from Mississippi State University.

Director of Outreach – DeWayne Hatcher

DeWayne Hatcher is the Electronics Lifecycle Manager at John Deere. DeWayne has been in this position since 2020 and he has over 22 years with John Deere. He is supporting strategy creation from the
individual component to the module to support the long service life known for John Deere products.  DeWayne has worked in design and quality roles in multiple John Deere divisions as well as past
employers. He has had a specific focus on Deere’s supply chain and has audited manufacturing sites around the world.  DeWayne is currently the Director of Outreach for IIOM. He also holds Certified Quality Engineer and Certified Quality Auditor designations through ASQ. DeWayne has a Bachelor of Science in Electrical Engineering from Kansas State University, a Master of Business Administration (Executive Program) from the University of Iowa, and a certificate in System Design and Management from the Massachusetts Institute of Technology.

Director of Memberships – Michael Thompson

I joined IHS (Information Handling Services) now S&P Global over 30 years ago and work as the Director of Sales and Business Development for component data solutions. I’ve been helping S&P Global client’s reduce risk, time, and cost of managing their supply chain by identifying issues such as pricing availability, component obsolescence, and regulatory compliance for most of my career. My current assignment since 2017 consists of managing a team of people that consult clients around the world on using our proven solutions that combine tools and data to achieve their goals. Our clients consist of OEM, CM, distribution, and government organizations. I am also currently assisting the U.S. IIOM in support of membership. I’ve attended Columbia College for business, College of Oceaneering for commercial diving and I am professionally certified in the MEDDIC sales process. I live in Ogden, UT and enjoy getting away with family and friends into the surrounding forest and desert of Utah in my spare time.

Director of Marketing and Communications – Tracy Daubenspeck

Mr. Tracy Daubenspeck is a senior consultant in acquisition logistics at Logistics Management Institute (LMI) where he supports the Department of Defense in parts and obsolescence management. Prior to working for LMI, Mr. Daubenspeck worked for the United States Navy at NUWC Keyport, with the last 14 years in obsolescence management. He works to develop DMSMS management best practices, guidance, and policy. His involvement with the DMSMS community includes contributions to the development of SD-22, SD-26, and IEC 62402. Mr. Daubenspeck has a Bachelor of Science in Industrial Technology. He is a certified Business Process Reengineering Practitioner, as well as a certified Project Manager. Tracy received the DMSMS Lifetime Achievement award in 2018 and was given the Superior Civilian Service award by the Navy in 2020.
